Department of Game and Fish announces support for Recovering America’s Wildlife Act
SANTA FE – The New Mexico Department of Game and Fish applauds the introduction of the Recovering America’s Wildlife Act (RAWA), which could transform wildlife management in New Mexico. The legislation, as well as House of Representatives companion bill, was introduced by U.S. Senator Martin Heinrich and is co-sponsored by 158 bipartisan legislators, including U.S. Senator Ben Ray Lujan and U.S. Representatives Teresa Leger Fernández and Melanie Stansbury.
RAWA would bring approximately $28 million federal dollars to New Mexico for species that currently lack the necessary funding for management. The legislation would support the state’s Wildlife Action Plan and the Species of Greatest Conservation Need identified in the plan. Management actions to benefit species such as Jemez Mountain Salamander, burrowing owl, Bendire’s thrasher, lesser prairie chicken, Gila monster, pinyon jay, black-footed ferret, Rio Grande chub, Pacific marten and the Gila trout, to name only a few, could be funded through this legislation.
“We are excited that New Mexico’s Senators and Representatives recognize the importance of our state’s wildlife and wild places and are advancing this transformational legislation in congress,” said Director Mike Sloane. “New Mexico is fortunate to have incredibly diverse wildlife that can only benefit from this funding.” Sloane also noted that in order to be eligible for the full funding, the legislation requires the state to provide $9.0 million in state matching funds.
“Protecting America’s fish and wildlife habitat means conserving the creatures we love before they ever become imperiled,” said Senator Heinrich. “After all, our children deserve to inherit the full breadth of American wildlife, from bumble bees to bison, that we know today. This legislation will make that possible. I’m pleased to have so many of my colleagues on both sides of the aisle joining Senator Blunt and me in this effort.”
RAWA is the most significant wildlife conservation legislation in nearly half a century. Providing permanent funding for a broad array of species in need of additional support will secure persistence of these species for future generations.
“As the climate crisis continues to threaten our way of life, our country cannot lose sight of the countless endangered species that are also at risk,” said Senator Luján. “That’s why I’m proud to join Senator Heinrich to introduce legislation to protect endangered species and provide critical resources to prevent other wildlife from facing extinction.”
“New Mexicans know the important value of wildlife to our natural world and the deep significance it carries for our cultural heritage. This bill will allow us to provide state fish and wildlife agencies the necessary tools to implement science-based recovery and support plans,” said Representative Leger Fernández. “We need to consult local communities because that’s the best way to ensure a successful recovery program. I will continue to advocate for comprehensive legislation and an approach that protects our wildlife and their habitat consistent with our community values.”

Game Commission to meet October 22
SANTA FE – The New Mexico State Game Commission will meet at 9 a.m., Friday, October 22 in Las Cruces to hold the final hearing for upland game bird, trapping and fisheries rules. The Commission will also hold a Memorial to honor the late Commissioner David Soules and his contributions to conservation and public lands in New Mexico.
The full agenda, location, attendee information and general information will be available on the Department of Game and Fish website before the meeting. Due to COVID concerns, masks are required.
If you are interested in participating and providing comments, but cannot attend the meeting in person, you are encouraged to pre-register to attend the meeting on the Zoom Webinar platform. More information, including how to join the meeting by phone, is available on the Department’s website.
In addition, there will be a live webcast on the Department’s website. Webcast participants can listen to the meeting using a desktop computer or mobile devices such as smartphones and tablets.
The State Game Commission is composed of seven members who represent the state’s diverse interests in wildlife-associated recreation and conservation. Members are appointed by the governor and confirmed by the State Senate. Current members are Chairwoman Sharon Salazar Hickey, Vice-Chair Jeremy Vesbach, Jimmy Bates, Tirzio Lopez and Roberta Salazar-Henry.

Saturday, September 11th, 2021 marks the 20 year anniversary of the 9/11 terrorist attacks on the World Trade Center in New York City, the Pentagon, and United Airlines Flight 93 which crashed in suburban Pennsylvania. Patriot Day serves as a remembrance of the lives lost on that September morning.
By a joint resolution approved 12/18/2001, (Public Law 107-89) has designated September 11th of each year as “Patriot Day” which also directs the flags be lowered to half-staff for the entire day on September 11.
A section of the law is below:
”§ 144. Patriot Day”(a) DESIGNATION.-September 11 is Patriot Day.”(b) PROCLAMATION.-The President is requested to issue each year a proclamation calling on-
”(1) State and local governments and the people of the United States to observe Patriot Day with appropriate programs and activities;
”(2) all departments, agencies, and instrumentalities of the United States and interested organizations and individuals to display the flag of the United States at halfstaff on Patriot Day in honor of the individuals who lost their lives as a result of the terrorist attacks against the United States that occurred on September 11, 2001; and’
‘(3) the people of the United States to observe a moment of silence on Patriot Day in honor of the individuals who lost their lives as a result of the terrorist attacks against the United States that occurred on September 11, 2001.”.

Do you remember when the new NM Game Commissioner blocked coyote hunts on state land the moment she got in office? Not long after, she blocked hunting on the south end of town in the preserve due to “complaints”. How many of you complained at the blockage or did you just let another right get taken away?
Were you aware that Albuquerque won’t allow anything military (cannons, rockets, etc.) to be placed on City property? Did you know what the tower and tail of the USS Albuquerque were intended to be placed on the center island on Central Avenue before the City blocked it? A totally cool idea before the anti-military, anti-police people in ABQ got their way.
If you thought you heard it all, we now have the Dems once again sticking their noses in your rights and you didn’t even get a chance to vote on it or get a say.
Just received this from the Rocky Mountain Gun Show People:
“We are saddened to say that we were forced to cancel our show being held at the Expo New Mexico in Albuquerque on November 20-21. The state of New Mexico will no longer be allowing Gun Shows at state-run facilities. We are however in the process of getting a contract written out with a center in Farmington, NM, and have meetings set with other facilities in Albuquerque. We truly did not want to cancel yet another event and are eager to get Rocky Mountain Gun Show back in New Mexico.”
The Silver Spur shows already had their own conflicts for future NM shows. This same ruling will block the RMGS and the Gun Collectors of NM shows as well as they were also held at the fairgrounds.
We thought things would be better when COVID was under control, but behind our backs, the State has gone against our will again.

Biden Gun Control Nominee for ATF Director Close to Being Confirmed
David Chipman — the gun control lobbyist nominated by President Biden to direct the Bureau of Alcohol, Tobacco, Firearms, and Explosives — is up for a committee vote this Thursday.
While his nomination has been held over twice, anti-gun Senators are refusing to relent. So the committee vote on his nomination is now scheduled for June 24.
Chipman would bring not only antigun partisanship to a government organization directly responsible for regulating firearms but also a distinct lack of technical knowledge on the firearms he wants to ban (See Minute Man Moment Episode 24 for more information).
Should Chipman pass this vote, he will be headed to the Senate floor for a confirmation vote.
Time is of the essence!
GOA urges you to contact your senators and tell them exactly what you think of David Chipman: that he is nothing but a puppet for the anti-gunners who wants to criminalize your constitutionally protected rights, no matter that cost.
Even if you have already emailed your Senators, please do so again. We have several different messages and subject line combinations that will randomly be selected when you take action. So the chances are good that you will not send the same letter as before.

Encouragement elk license sale begins July 14
New Mexico resident youth and senior hunters who applied and were unsuccessful in the 2021-2022 big-game draw are eligible to purchase one of nearly 1,900 antlerless elk licenses. The licenses will go on sale through the New Mexico Department of Game and Fish’s Online License System at 10 a.m. MDT July 14.
The sale is designed to encourage unsuccessful youth and senior draw applicants and includes almost 1,500 licenses for any legal sporting arm and 390 licenses for muzzleloader, crossbow or bow.
Licenses will be sold online only on a first-come, first-served basis. To purchase a license, customers will need to log in to their Online License System account.
Eligibility and requirements:
- For the first 14 days, the sale is open only to resident youth who have applied in the current license year for one or more draw hunts for deer, elk, pronghorn, bighorn sheep, Barbary sheep, oryx or ibex and were not successful for any hunt.
- Must have a valid Hunter Education certification.
- Must be 17 years of age or younger on the opening day of hunt.
- Beginning at 10 a.m. MDT, July 28, the sale will open to all resident seniors, 65 years of age or older, who applied in the current license year for one or more draw hunts for deer, elk, pronghorn, bighorn sheep, Barbary sheep, oryx or ibex and were not successful for any hunt.
- Nonresidents and youth and/or senior applicants who were successful for another species are not eligible for these hunts.
- Hunters must have a current annual Game Hunting or Game Hunting and Fishing License with a Habitat Management and Access Validation and Habitat Stamp prior to purchasing an elk license. Customers without these items will be directed to purchase one before continuing to the encouragement sale.
All purchases will be audited to verify the customer’s eligibility.
Hunters planning to purchase an encouragement license must have completed all mandatory 2020-2021 harvest reporting requirements or their purchase will be rejected in the post-sale audit. The license fee, but not the application fee, will be refunded for rejected purchases. After eligibility is verified – usually within a few days – the license will be available to print from any computer by logging in to your account and selecting “My Purchases” in the main menu.
Following the successful purchase of an encouragement license, the license/tag will be mailed to the hunter, unless the e-tag option is selected. Complete information about the new tagging requirements is available on the Department website and in the Hunting Rules and Information booklet.
Encouragement licenses will not be sold over the phone. For the list of available hunts please see pages 81 and 82 of the 2021-2022 Hunting Rules and Information Booklet available online or at license vendors.

We have already told you about David Chipman, the virulent anti-gunner who Joe Biden has nominated to run the ATF.
The Senate Judiciary Committee is scheduled to have a vote on him this Thursday.
And that’s why I need you to contact your Senators once again — even if they are not on that committee.
It is important that Senators hear a groundswell of opposition forming against this horrific candidate.
So please Take Action and email your Senators today!
With the Senate filibuster still in place, Joe Biden has ONLY one route remaining by which he can go after your guns.
And that is getting a malicious gun-hater like Chipman to head the ATF.
If the Senate were to confirm Chipman, that would open the door for the agency to ban AR-15’s by fiat.
Even former ATF Director Michael Sullivan thinks that Chipman should be disqualified.
In an OpEd published on Fox News, Sullivan wrote:
His partisan advocacy is his right as a private citizen, but engaging in his specific advocacy means his ability to objectively carry out the constitutional and legal responsibilities of the ATF, and effectively lead the more than 5,000 men and women who serve there, will be questioned both within and outside of ATF.
Mr. Sullivan also wrote:
Moreover, it has been reported that he mocked those who recently became new gun owners and?advocated?for the forceful closure of fully legal gun stores during the early days of the pandemic, despite their classification as ‘essential’ under Department of Homeland Security’s Essential Industries list.
Mr. Sullivan concluded by writing: ?
Policy debates around firearms should be left to the lawmakers in Congress, not to agency leaders.?If a nominee wants to craft firearm policy, there’s a mechanism to do that: run for office, and let the voters decide. The American public, and ATF, need a leader who is focused on mission, not policy debates.
When a former ATF Director so forcefully opposes Chipman, you can be sure that Chipman’s confirmation as ATF Director would not just be a “slippery slope” for gun rights. It would be a straight nose-dive into tyranny.

| Right now, there are two proposed regulations from the ATF that have been drafted and are open to public comment before they go into effect. The ATF needs to hear from you on these rules because they need to know that gun owners care about these issues and will not be quiet. The position NMSSA has taken on both of these proposed regulations is to OPPOSE them. The links to leave a comment for each proposed rule are included in the descriptions.
First, the ATF has proposed a rule to redefine what is a firearm receiver. This would change the definition of a firearm receiver and expand the category of what the ATF can regulate as a “completed firearm.” This would infringe on your ability to make your own firearms at home if you choose to do so.
Second, the ATF has proposed a rule that would redefine some firearms with stabilizing braces as short-barreled rifles. A firearm owner with a stabilizing brace considered to be a short-barreled rifle under the new rule would have to register their firearm with the ATF under the NFA or risk being charged with a felony.
Even if you don’t manufacture your own firearms at home or own a firearm with a stabilizing brace, you should care about what the ATF is proposing because they are directly seeking to greatly expand their authority and rule making capabilities. Further, these proposed rules are just the start what the ATF will try to do under the Biden administration.

“Unfortunately we had to cancel our event in Albuquerque, New Mexico as the center has become a vaccination site. We are hopeful that our event in November will not be cancelled and are looking forward to coming back to the Albuquerque area.”
There is still an expected July 24-25 and November 20-21 show.
