The three bills we are watching that were supposed to be heard in committees yesterday and today were all “rolled over.” This means that no vote was taken by the committees on the bills, but they may be brought up for a vote in future committee meetings.

In the House Judiciary Committee, HB72, the ban on “semiautomatic firearm converters” was rolled over again – that was the second time this has happed to this bill in the House Judiciary Committee. As we expected, a new committee substitute was brought forward by the sponsors. But the bill is still a mess and it is unclear what it would actually ban. When the “expert witnesses” for the bill were asked if the new bill would ban possession of bump stocks, they replied that they did not know. A third version of the bill may be introduced in a future meeting, we will let you know if and when that happens.

In the House Consumer and Public Affairs Committee, both HB224 and HB238 were held back by the sponsors and were not discussed in the meeting. Both bills would create a crime of discharging firearms in “densely populated areas,” with no exceptions for self-defense or indoor shooting ranges. Nor do the bills define what a “densely populated area” is. We may see a new version of one or both of the bills at a future committee meeting.

Currently, most of the bills we are watching are in the House Judiciary Committee or the Senate Judiciary Committee. We will send updates when they are scheduled for a vote. We have a new pre-drafted letter opposing HB101 to reflect the changes made in the committee substitute.
